Why not #1 --- HT wants to be the part of that union. Why not #2 --- According to HR that's a violation of policy, you cannot form an alliance against organisation. That's clearly violation of so called THEIR CODE OF CONDUCT.
Looks like you can't register a union unless you're employed by a certain company. Self employed people can't register unions.
But it is okay to create unregistered/unofficial unions which don't have any legal right to create contracts ...
