Looks like you can't register a union unless you're employed by a certain company. Self employed people can't register unions.
But it is okay to create unregistered/unofficial unions which don't have any legal right to create contracts or mediate between employees and companies.
I guess an unofficial one could still organize strikes, come up with guidelines/rules for companies and do advocacy for employees.

Forming a Union is. by far the stupidest idea to come out tech industry. If any friends who work in maruti/Hyundai or any teir 1 suppoer ask them about their work culture in factories. Not officers, factory shop floor employees.
Tech people think since they wear a tie and send emails they are officer employees. No you are not. They are the blue collar shop floor workers of the tech Industry .
But blue collar workers have their unions as well. White collar workers mostly don't.
Always wanted to know - why doesn’t this exist already? Is there a legal restriction or just lack of motivation?
That's what I'm wondering too. Seems like you need to work in a company to be able to register a union for that company's employees or people working in that particular domain/sector.
That by itself is difficult for employees since no one will want to argue with their bosses and risk getting laid off.
Which is why I think there possibly needs to be an informal union of sorts. Something that doesn't need to get registered, hence it will not be liable for suing or legal action. Companies and police/law will find it very difficult to deal with anonymous organisations especially.
