Strategies for making a switch in this market

I have been applying on various job portals - LinkedIn, Naukri, Instahyre. But not getting any shortlists.

Asking for a referral feels like a transaction because the other person does not know me.

What other strategies have worked for you?

I had to interview every year for the last 4 years due to some reasons beyond my control.

I can say the market this year is very bad.

All previous years i used to have 2 interviews scheduled weekly but this time it's like 1 scheduled every 3 weeks.
