When is the best time to negotiate?

When someone is having multiple offers, when will be the best time to negotiate. I mean how many days prior to the joining date one should talk about multiple offers with recruiter and negotiate?

The moment they ask if you have offers(last round when they want to hire you and are looking to come up with numbers). You can also, wait for them to come up with number, then you can come back to them with counter offers you may have

Yes, it'll justify your ask for a higher compensation as the baseline would be the highest offer from other company and not your present salary.
