What are your answers that you are currently giving to the HR?
I am looking for a change for better opportunities and also because current company is asking to relocate. I have an offer but I want to explore best available options and then make a better decision.
It's possibility that HRs might not like candidates that are "shopping" around for better offers because you could do the same with their offer.
You could say something like I have an offer but I am excited to try for an opportunity in XX company (the one you're interviewing with) because it better fitsy aspirations for ABC reasons
